Melamine and other 8 substances officially included in the SVHC list

SVHC, the high concern for substance, comes from the EU's REACH regulation.

On 17 January 2023, the European Chemicals Agency (ECHA) officially published the 28th batch of 9 substances of high concern for SVHC, bringing the total number of substances of high concern for SVHC under REACH to 233. Among them, tetrabromobisphenol A and melamine are added in this update, which has a great impact on the flame retardant industry.

Reasons for inclusion: the same level of concern that is likely to have serious effects on human health (Art. 57f - Human health); The same level of concern may have serious effects on the environment (Section 57f -- Environment) Examples of use: in polymers and resins, paint products, adhesives and sealants, leather treatment products, laboratory chemicals.

How to achieve compliance? 

According to the EU REACH regulation, if the content of SVHC in all products exceeds 0.1%, the downstream must be explained; if the content of SVHC in substances and prepared products exceeds 0.1%, the SDS conforming to the EU REACH regulation must be delivered to the downstream; Items containing more than 0.1% SVHC must be passed downstream with safe use instructions that include at least the name of the SVHC. Producers, importers or sole representatives in the EU are also required to submit SVHC notifications to ECHA when the SVHC content in an article exceeds 0.1% and exports exceed 1 t/yr. It is also important to note that from 5 January 2021, under the WFD (Waste Framework Directive), products exported to Europe containing SVHC substances in excess of 0.1% are subject to the completion of the SCIP notification before they can be placed on the market. It is also important to note that SVHC substances in excess of 0.1% must be shown on the safety data sheet of the product. The content needs to be displayed. Combined with the provisions of REACH, substances whose annual export volume exceeds 1 ton must be registered with REACH. According to the calculation of 1000 tons of export APP/year, the amount of triamine used must be less than 1 ton, that is, less than 0.1% content, in order to be exempt from registration.
